What information will I need to supply?
To make a payment you will need the reference number for the item you wish
to pay - these are printed on your invoice or statement so please have this available.
What cards can I use?
The Council accepts the following Debit Cards:
Will I receive a receipt?
When your payment has been processed you will be provided with a transaction reference number, and a full
receipt will be sent to your e-mail address.

Please note: e-mail is not a secure communication method so please limit the amount of personal
financial information that you include. We only require your account/invoice number, the amount and date of the
payment, and the payemnt reference number if this is available.
How is my payment processed? Payments are processed and validated by a secure service
managed by the Council's Card Services Provider, HSBC Secure E-Payments. Your card details will only be used by the
our provider to collect your payment and at no time will they be stored by the Council
or be visible or accessible outside the secure banking network.
Does the Council store details of my card?
No. The Council does
not store any card details relating to your payment. You will be required to input your details every time you make a
payment.
Does my computer need any special settings?
Please make sure you are using Internet Explorer 5 and above. The site will work with other
modern browsers such as Safari and Firefox.
Please ensure that you have Java and cookies enabled. The bank server only places temporary
cookies on your computer whilst the payment is being processed.
Why has the Council refused/declined my card?
The Council does not refuse/decline cards. They are refused/declined by your bank. You should contact your bank if you have any
queries.
Why does the Council add a 1.35% charge for using credit cards?
The banks deduct a percentage from every credit card transaction as their handling fee, therefore the Council
charge 1.35% for every credit card transaction to cover this. Debit cards attract a fixed handling fee that
amounts to a few pence, and so we don't surcharge anyone using a debit card.
Why can't I store my card details like I can on internet shopping sites?
In order to be able to store card details the Council would
have to invest in a lot of expensive equipment and security procedures. For the number of card payments we receive
each year this would not be cost effective.
Terms and conditions
Payments will take a minimum of 3 working days to reach your account.
We cannot accept liability for a payment not reaching the intended account due to a customer quoting an incorrect reference or account number. We cannot accept liability if payment is refused or declined by the credit or debit card supplier if the customer quotes incorrect card details or for other reasons. If the credit or debit card supplier declines payment the Council is under no obligation to bring this fact to the customer's attention. Customers should check with their bank/debit/credit card supplier that payment has been deducted from the relevant account. If a refund is required, the Council will wherever possible arrange for the refund to be credited to the card used on the original transaction. Refunds will generally take an average of 5 working days to be credited to the customers card. |
